The International Day for Signed Languages was resolved by the UN General Assembly in 2017. This year, efforts are being made under the theme "Toward a society in which Deaf people everywhere can communicate in sign languages !.
Chiba Prefecture has enacted the Chiba Signed Language Ordinance ( commonly known as the Chiba Prefecture Signed Language Ordinance ) concerning the promotion of the spread of Chiba Signed Language and other languages. In the preamble, it clearly positions sign language as a language that visually expresses names of objects, concepts, grammar, etc. by means of hand and finger movements and facial expressions.
In response to this, Ichihara City also implements various projects to guarantee the means of communication, such as stationing sign language interpreters at the Disability Support Division and dispatching sign language interpreters upon application from Deaf ( persons ) who use sign language as a means of communication. Other sign language circles in the city, in addition to the Ichihara City Association of the Deaf, continue to promote understanding and social participation.
